Salary:  $47,964 – $62,582 Annual + Benefits (10 Salary Step Range)

This employee generally starts at the first step of the salary range and moves to step two of the range upon the successful completion of a six (6) month probation period and is eligible for a step increase each year thereafter through step ten (10).  Progression of steps eleven (11) through twenty (20) is achieved based on a Pay-For-Performance program.

Purpose of the Position:

This professional accountant position works under general supervision, reports to the Senior Accountant, and may receive direction from the Chief Operating Officer or Executive Director.  The accountant must be proficient and able to perform a variety of financial duties to include manage accounts receivable and payable, prepare and post entries to the general ledger, post accounts expenditures specific to grants, prepare year-end accruals, and communicate key information to decision makers and those responsible for complying with established effective finance principles.  

Essential Job Functions:

This professional is responsible for performing the tasks as follows:

• Prepare invoices, A19s, and supporting documentation for Federal, State, and private grant funding sources;
• Perform monthly revenue and accounts receivable reconciliations of invoices generated via grant, fees, and distribution from state and county sources;
• Work independently to; research, solve problems, analyze information and evaluate results in preparing grant invoicing;
• Manage daily cash activities, grant payments, general and investment accounts, and bank account reconciliations;
• Research, analyze and prepare accruals and month-end journals for financial transactions;
• Audit and reconcile assigned accounts in the general ledger;
• Assist finance division staff in managing accounts payable, payroll and other accounting functions;
• Perform and coordinate the maintenance and production of accounting reports and records while ensuring compliance with established accounting procedures and practices;
• Develop, prioritize, implement and monitor finance goals and objectives;
• Collect statistical data, maintain records, and prepare a variety of financial reports;  
• Present complex regulations and guidelines in writing and verbally in a clear and concise manner to internal and external customers;
• Work closely with program directors responsible for managing grants to ensure financial data is maintained and reported in accordance with grant guidelines;
• Other ad-hoc duties as requested by the Senior Accountant, COO, or Executive Director

 Knowledge and Abilities:

• A Bachelors’ degree in accounting, finance or related field
• One (1) year of experience in accounting or financial experience
• An equivalent amount of experience may substitute for education on a one-on-one basis
• Prior experience with A19 and grant invoicing is preferred
• Knowledge of leadership, program management, and oversee service deliverables,
• Must be proficient in using Microsoft Excel, Outlook, Word, and financial software (Cayenta is preferred)
• Establish and maintain effective, courteous and respectful interpersonal relationships with internal and external colleagues, partners, clients, and the public, to include communicating with a difficult or a disruptive customer
• Ability to communicate effectively with a very diverse workforce and community 
• Ability to speak, read, write English is required

 

Working Conditions/Physical Conditions: 

• Most of this work is conducted indoors in an office, meeting rooms, or community facilitates
• Frequent use of a computer that involves viewing a computer screen and reviewing very detailed information, and entering information into the data base using frequent wrist movements
• Occasional travel to county or regional meetings in the state;
• Must be able to obtain a valid Washington State driver’s license within 30 days of employment and possess auto insurance, or to be able to demonstrate the ability to travel throughout the county during adverse weather conditions
• The successful candidate will be required to complete a thorough background investigation which includes the review of the individual’s criminal history and a credit check
• Must be able to legally work in the United States as a citizen or possess appropriate immigration paperwork
• Must prove or obtain immunity to measles, mumps, rubella and varicella diseases within thirty days of employment
• Must be current with pertussis immunization within thirty (30) days of employment, and can prove or obtain immunity to Hepatitis B disease within the first nine (9) months of employment
• Must provide documentation of the results of a tuberculosis test (i.e. tuberculin skin test or interferon gamma release assay) administered within the previous (90) ninety days or be tested prior to employment.
