SPOKANE, Wash. – Spokane Councilwoman Kate Burke is sponsoring a City of Spokane ordinance that would allow anyone from the public to spend time at City Hall, during working hours, unless they are obstructing or interfering with the work of City employees. Burke’s ordinance says that the city must protect vulnerable populations who have nowhere else to go during the coldest times of the year and that Spokane should strive to be a city of kindness.
