Cell phone video captures the dramatic rescue of two toddlers hanging out of an apartment window. It happened Thursday morning in Chicago. Bystanders tried to get someone inside to pull the toddlers back in, but no one answered. Eventually someone put up a ladder and helped them back inside. The toddlers did not suffer any injuries. Police said an adult was at the home at the time of the incident, but didn’t see what happened.
